You can listen to this stream outside your browser. Just open https://stream.durhampolicescanner.com/ in almost any media player app (like VLC). The stream is a single-channel MP3 at 32 Kb/s, streamed over HTTPS.
This stream is brought to you buy a Uniden BCD536HP scanner that lives in South Durham. The scanner can provide a digital audio stream through its wifi adapter, but this gets unreliable after a few weeks of continuous use, so the analog output is used instead. The analog audio goes into to a home server, which encodes it as MP3 and stream using VLC, and sends it out to a public relay server.
The "who's talking" text stream is assembled from data the home server reads from the from the scanner's wifi interface. The scanner supports a simple UDP protocol for querying status. Whenever the talkgroup information changes, the home server sends an update message to the public relay server, which echoes it over a WebSocket to your browser.
